Choosing Between Efficient Outcomes

Imagine two different economic outcomes, Outcome X and Outcome Y. In Outcome X, one group of people is significantly better off, while in Outcome Y, a different group is significantly better off. If both outcomes are confirmed to be Pareto efficient, explain why the Pareto criterion cannot be used to rank or choose between them.
