The Limits of Efficiency in Public Policy

A city council is considering two different, fully-funded proposals for a vacant plot of land. Both proposals are determined to be 'economically efficient,' meaning that under either plan, it is impossible to make any resident better off without making another resident worse off.

  • Proposal A: Build a large public park, which would greatly benefit families with children and residents of adjacent apartment buildings.
  • Proposal B: Build a commercial complex, which would create jobs for unemployed residents and increase the city's tax revenue.

Critique the usefulness of the 'economic efficiency' criterion as the sole basis for the city council's decision. Justify your critique and propose at least two alternative principles the council could use to choose between the two proposals.
