Choosing the Right Model for Policy Decisions

A city council is considering a proposal to introduce a new subsidy for public transportation to reduce traffic congestion. They need to present the potential economic impacts of this policy to two different groups: the general public at a town hall meeting, and the city's team of budget analysts. For each audience, recommend which form of economic model (verbal, graphical, or mathematical) would be most effective. Justify your recommendations by explaining the strengths and weaknesses of each model form in the context of communicating with each specific audience.
