Circular Nature of Promises on Banknotes

The promises printed on some banknotes, such as those from the Bank of England, can appear circular and add little apparent value. Upon close examination, the 'promise to pay' often amounts to an offer to exchange a given note for another of the same denomination. This circularity makes the promise itself seem not particularly valuable, as the holder receives nothing more than what they already had.
