Community Response to Noise Pollution

A new outdoor concert venue has opened, creating significant noise pollution for a nearby residential community of 500 households. The venue owner is willing to discuss compensation or operational changes, but only if a clear, unified agreement can be reached. The residents are considering two main approaches to negotiate with the venue:

  1. Individual Approach: Each household independently contacts the venue owner to negotiate its own separate compensation deal.
  2. Collective Approach: The residents form a community association, elect a single representative, and authorize that person to negotiate one single, binding agreement for the entire community.
