Comparing Efficient Policies

Two policy proposals are on the table to distribute 100 units of a resource between two groups, Group 1 and Group 2. Proposal X gives 99 units to Group 1 and 1 unit to Group 2. Proposal Y gives 50 units to each group. From a technical standpoint of economic efficiency, is one proposal superior to the other? Explain why or why not, based on the principle that an outcome is efficient if no one can be made better off without making someone else worse off.
