Comparing Societal Costs of Production Technologies

A city needs to source more electricity and is evaluating two different production methods.

Method 1 uses a technology with a direct cost to the power company of $80 for each additional megawatt-hour produced. This method, however, releases airborne particulates, creating an estimated $30 health and environmental cost to the local community for that same megawatt-hour.

Method 2 uses a newer, cleaner technology. Its direct cost to the power company is higher, at $100 per additional megawatt-hour. This method has no associated health or environmental costs for the community.

Analyze the cost of producing one more megawatt-hour of electricity for each method from the perspective of society as a whole. Based on your analysis, which method imposes a greater total cost on society for this additional unit? Justify your conclusion by breaking down the relevant costs for each method.
