Conditions for Emergent Cooperation

Two competing gas stations are located directly across the street from each other. In one town, the two stations consistently maintain high prices, resulting in stable, high profits for both. In a different town, a similar pair of competing stations frequently undercuts each other's prices, leading to a price war that drastically lowers profits for both. Without assuming any explicit communication or formal agreement, analyze the potential underlying differences in the market or strategic environment that could explain why a cooperative outcome emerges in the first town but not in the second.
