Conflict Between Recruitment and Motivation Wages

A key challenge in wage-setting is that the wage level needed purely for recruitment is typically lower than the wage required to motivate those same employees to exert high effort. This discrepancy means a firm cannot simply offer the lowest possible wage to fill positions if it also wants a productive workforce.
