Conflicting Rules and Crew Survival

A ship's crew operates under two foundational rules: 1) Every member has one vote in all immediate matters. 2) Every member is guaranteed an equal share of fresh provisions. The ship is dangerously low on water. A vote is held on whether to risk a dangerous landing to find more. 70% of the crew votes against the landing, preferring to ration what remains. The 30% minority argues that the second rule (guarantee of provisions) is being violated by the majority's decision, as rationing will not provide enough water for survival. Analyze the fundamental conflict between the two rules in this scenario. Explain which rule you believe should take precedence and justify your reasoning.
