Critique of a Governance Quality Index

An international organization develops a 'Governance Quality Index' to rank countries. They collect data on several different criteria—such as political stability, rule of law, and control of corruption—and then average these scores to produce a single number for each country. Critically evaluate this approach. In your answer, discuss at least one major strength and two significant potential weaknesses or limitations of using a single, composite index to measure something as complex as governance.
