Critique of a Municipal Noise Pollution Policy

A city council is concerned about noise pollution from a downtown factory that affects nearby residents. Their proposed solution is to mandate that the factory cease all operations between 10 PM and 6 AM. However, a new, affordable sound-dampening technology exists that could eliminate nearly all external noise from the factory at all hours. Critically evaluate the city council's proposed policy. In your evaluation, identify the fundamental assumption the council is making about the source of the problem and explain why this assumption leads to an economically inefficient solution.
