Critique of a Proposed Recycling Policy Model

A city council is developing a policy to increase household recycling. Their primary analytical tool is an economic model which predicts that a person will choose to recycle only if the direct financial rebate offered is greater than the personal cost of sorting and storing the materials. Based on your understanding of economic behavior, critique the sufficiency of this model. Explain one significant reason why it might fail to accurately predict the full range of recycling behaviors in the community.
