Evaluating a Policy Based on the Self-Interest Model

A city government, aiming to increase household recycling rates, is considering a new policy. The policy is designed entirely around the economic assumption that individuals act purely out of self-interest. It proposes a small financial reward for every kilogram of recycled material and a corresponding fine for recyclables found in regular trash. Critically evaluate this policy proposal. In your evaluation, explain why a policy based exclusively on this assumption might not be fully effective and discuss other human motivations the city government may be overlooking.
