Critiquing the Pareto Criterion

A government is considering a new policy. An economic advisor states, 'As long as the policy results in a Pareto improvement, it is unequivocally a good policy and should be implemented.' Critically evaluate this statement. In your answer, discuss the strengths of using the Pareto criterion for policy decisions, but also explain at least one significant limitation of relying solely on this criterion.
