Designing a Community-Based Resource Management Plan

A coastal town is facing the depletion of its local lobster fishery, a resource shared by all local fishers. Two solutions are commonly proposed for such problems: (1) The national government takes control, setting strict quotas and deploying patrols, or (2) The fishing rights are sold as private property to a single corporation.

Based on the body of research that has identified successful community-led alternatives for managing shared resources, propose a third type of solution. Describe the key characteristics this community-based approach would need to have to be successful, and explain how it fundamentally differs from both government control and privatization.
