Designing a System for Common Resource Management

Imagine you are advising a small, remote village that relies on a shared freshwater spring. Recently, a few individuals have been taking excessive amounts of water for commercial purposes, threatening the spring's long-term availability for everyone's basic needs. The village has no formal police force. Propose and justify a solution the villagers could implement themselves to discourage this overuse. Your justification should explain why other villagers would be motivated to enforce the solution, even if enforcement requires them to sacrifice some of their own time or resources.
