Designing Rules for a Community Garden

A small community starts a shared garden. Initially, the rule is that anyone can volunteer their time to work in the garden, and all community members are free to harvest the produce. After a few months, it's observed that very few people are volunteering, but many are harvesting, leading to a poorly maintained garden and low overall yield. Propose one specific change to the 'rules of the game' for this community garden. Justify your proposal by explaining how this new rule would likely alter the behavior of community members and lead to a more successful outcome.
