Designing Tax Policy for Public Goals

A city council is facing two distinct challenges: 1) A significant budget shortfall for funding essential public services like road maintenance and public libraries. 2) Rising public health costs associated with the overconsumption of sugary drinks. The council is considering two new tax proposals: a modest, city-wide increase in property taxes, and a high per-liter tax specifically on sugary drinks sold within the city. Analyze these two proposed taxes. For each challenge the city faces, identify which tax proposal is the more appropriate tool and explain the reasoning behind your choice, based on the primary purposes of different types of taxation.
