Distinction Between Shared Values and Norms in Organizational Culture
Shared values express what is important to employees, while norms provide guidance on behavior that is consistent with those values. Even when employees agree that integrity is worthwhile, an organization needs norms, such as employees speaking up when they see ethical breaches and managers protecting whistle-blowers, to translate an abstract value like integrity into concrete behavior.
