Distinguishing Economic Challenges in Resource Management

Consider two scenarios:

  1. A coastal community wants to build a new lighthouse to improve safety for all local fishing boats.
  2. The same community benefits from a naturally abundant, pre-existing fish population in the nearby open ocean.

Analyze both scenarios. Explain why the 'free-rider problem' is a significant obstacle for the first scenario but is not a factor regarding the initial existence of the resource in the second scenario. Then, describe a different, but related, economic problem that is more likely to arise from the ongoing use of the resource in the second scenario.
