Absence of Free-Rider Problem in Naturally Occurring Public Goods

Naturally occurring public goods, such as historically abundant fish stocks, are not subject to the free-rider problem that affects public goods produced by humans. [2] Since these resources exist without requiring human creation or maintenance, there are no production costs that individuals must contribute to, thereby removing the incentive to free-ride on the financial contributions of others. [1, 2]
