Historically Abundant Fish Stocks as a Natural Public Good

For most of human history, ocean fish stocks served as a natural public good. Their immense populations relative to fishing capabilities meant they were effectively non-rival, so one person's catch did not reduce the fish available to others. Unlike public goods created by humans, these naturally occurring resources were not susceptible to the free-rider problem because they did not require human effort or investment to be produced.
