Competition within markets is often dynamic and evolves over time. For instance, following the antitrust actions against Microsoft which opened up the browser market, Google Chrome eventually rose to a position of significant market power. This evolution illustrates that competition policy frequently operates in a reactive manner, addressing market dominance issues as they arise rather than proactively preventing them.
