Efficiency of a Legislated Labor Outcome

A new labor law imposes two constraints on any employment contract: a maximum of 4.5 work hours per day and a minimum payment of 23 units of output for any time worked. An employer offers a contract for exactly 4.5 hours of work in exchange for 23 units of output, which the worker accepts. Assume the worker’s total output increases with more hours worked, and both the worker and employer would prefer outcomes that give them more benefit. Explain the economic reasoning for why this legally-mandated outcome (4.5 hours, 23 units) is not necessarily Pareto efficient.
