Efficiency vs. Improvement in Externality Correction

A government imposes a tax on a factory for each ton of pollutant it releases into a river. This tax successfully reduces pollution to the level where the overall economic welfare of society (including the factory, a nearby fishery, and the government) is maximized. Explain why this policy, despite achieving an economically efficient outcome, is not considered a 'Pareto improvement'.
