Within the Fictional Harbor service-desk decision scenario, no empirical data regarding the measured effects of any proposed option are provided. No percentage reductions, guarantees, measured improvements in waiting time, or cost reductions have been established. Consequently, any potential benefit of an option must be treated as an unconfirmed hypothesis to be tested rather than an established fact.

Absence of Empirical Data in the Fictional Harbor Scenario

A defensible recommendation in the service-desk evaluation must identify a preferred feasible course of action, explain an associated tradeoff, explicitly recognize the presence of uncertainty, and specify an upcoming verification check. Because empirical effects have not been measured, more than one conditional recommendation may be considered defensible.
