In Section 34 of the Hadiqat al-Haqiqah, Sanai establishes that the external administration of justice is secondary to the internal conquest of the self (nafs) and greed (hirs). He cites the caliphs Umar and Ali as archetypes of this self-control, suggesting that a ruler's moral authority and ability to prevent oppression are direct consequences of their success in this internal struggle.
