Evaluating a Higher Education Funding Model

A government proposes a new system for funding higher education. In this system, no student pays upfront tuition fees. Instead, after graduation, individuals pay a percentage of their annual income as a special tax. High-income earners will continue to pay this tax even after their own education costs are covered, effectively subsidizing graduates in lower-paying fields who may never fully repay the cost of their degree. Evaluate the fairness of this funding model from the perspectives of three distinct groups: a high-earning graduate, a low-earning graduate, and a taxpayer who did not attend university.
