Evaluating a Land Reform Policy

A government policy is proposed that transfers land ownership from independent farmers to a state-controlled agency. The farmers would then work the same land and pay a fixed portion of their harvest to the agency. Proponents argue this will not affect the farmers' standard of living because their productivity (output per hour) remains the same. Critically evaluate this argument. In your evaluation, explain the likely effect on the farmers' standard of living and justify your reasoning based on the principles of how economic output is distributed.
