Evaluating a Manager's Budgeting Rationale

A manager at a manufacturing plant is responsible for allocating a fixed budget between two initiatives: upgrading machinery to reduce pollution and increasing worker salaries. The manager states, "Because each additional dollar we shift from salaries to pollution control has a diminishing impact on our total pollution reduction, the line representing all possible spending combinations for our fixed budget must be curved." Critically evaluate the manager's statement. In your evaluation, explain the relationship between the rate at which funds can be substituted between two categories and the shape of the budget line, and determine if the manager's conclusion is correct based on their premise.
