Evaluating a Method for Price Measurement

A fellow student argues, "To measure changes in the cost of living accurately, we should update our 'shopping basket' of goods and services each year to reflect what people are actually buying. Using an old, unchanged basket doesn't represent current spending."

Critically evaluate this argument. In your response, explain the fundamental reason for keeping the basket's contents fixed when the goal is to measure the change in the general price level, and describe the analytical problem that would be created by following the student's suggestion.
