Evaluating a Model for Global Cooperation

An international agreement in the late 20th century successfully phased out industrial chemicals that were damaging a shared global atmospheric resource. This was achieved despite the fact that each individual country had a short-term economic incentive to continue using the chemicals while letting other countries bear the cost of stopping. Critically evaluate the key factors that enabled nations to overcome this collective action problem. Based on your evaluation, explain why this specific model of cooperation has been difficult to replicate for other global environmental challenges.
