Evaluating a Policy for Health Insurance Markets

A government observes that private health insurance companies are struggling financially because their customer pools consist mainly of individuals with high, predictable healthcare needs. To address this, the government proposes a new law that requires every citizen to purchase at least a basic health insurance plan. Critically evaluate this proposed law.
