Case Study

Evaluating a Policy Proposal

A city government is considering a proposal to rezone a public park to allow for the construction of a new factory. The factory is expected to create 500 jobs and significantly increase the city's tax revenue. However, local residents who use the park for recreation will lose this green space. As a policy analyst, explain why the concept of identifying outcomes where at least one person is made better off without making anyone worse off is a useful, yet ultimately insufficient, tool for deciding whether to approve this proposal.
