Evaluating a Policy Stance on Worker Utility

A politician makes the following statement: "To improve the well-being of our unemployed citizens, my administration will focus exclusively on policies that drive up wages. Any policy that also increases the cost of effort, even if it raises wages more, is a step in the wrong direction and will be rejected."

Based on an economic model where an unemployed person's expected net utility from a job is the wage minus the cost of effort, critically evaluate the politician's stance. Is their reasoning always correct? Justify your answer with a hypothetical numerical example.
