Evaluating a Policy's Impact on Worker Well-Being

A government proposes a new law that mandates a shorter standard workweek for all employees, but it does not include a provision to prevent employers from reducing weekly pay proportionally. A supporter of the law claims it will unequivocally improve worker well-being because of the increase in free time. Critically evaluate this claim.
