Evaluating a Political System

Consider the political system of a hypothetical country, 'Elysia'. In Elysia, multi-party elections are held every five years, and all citizens over 18 are eligible to vote. The transfer of power after an election is consistently peaceful. However, the government has enacted laws that require any public gathering of more than ten people to receive a government permit, which is rarely granted to opposition groups. Furthermore, the three largest television networks are state-owned and primarily feature positive coverage of the ruling party. Based on these facts, evaluate the extent to which Elysia can be considered a democracy. Justify your conclusion by referencing the defining characteristics of a democratic system.
