Evaluating a Prediction about Resource Management

Two neighboring countries share a single underground water source. If both countries manage their water extraction conservatively, the source will remain stable for future generations. However, if either country extracts water aggressively, they gain a short-term economic advantage, but the shared water source will be rapidly and permanently depleted. An analyst concludes: 'Since the best outcome for the group is for both to be conservative, this is the most probable result.' Evaluate the analyst's conclusion. Is it sound? Explain your reasoning based on the incentives each country faces individually.
