Evaluating a Producer's Claim About a Per-Unit Tax

The CEO of a bicycle manufacturing company makes the following statement after the government imposes a new $20 tax on each bicycle produced: 'This new tax is fundamentally unfair to efficient, large-scale producers like us. It increases our cost to produce each additional bicycle by a flat $20, regardless of whether we are making our 10th bike or our 10,000th. This disproportionately penalizes our growth and economies of scale.'
