Evaluating a Production Data Tool

A farm manager is planning for the upcoming planting season and wants to predict their corn yield. They have a table from previous years that shows the relationship between the amount of fertilizer used, the amount of water applied, and the total bushels of corn harvested. The table only contains entries where both fertilizer and water were increased or decreased together by the same percentage.

This year, due to a new government subsidy, fertilizer is much cheaper, and the manager wants to increase its usage by 20%. However, due to regional water restrictions, they must keep the amount of water applied the same as last year. The manager intends to use their existing data table to estimate the new corn yield.

Critique the manager's approach. Based on the nature of the data in the table, why is it an unsuitable tool for making this specific prediction? What is the fundamental limitation of this data representation for the manager's current problem?
