Evaluating a Shift in Digital Content Access

A national library has spent years digitizing its entire collection of rare historical manuscripts, previously only accessible by appointment to accredited researchers (an excludable good). The library is now debating two proposals for public access:

  1. Subscription Model: Offer unlimited online access for a yearly subscription fee to fund further digitization and preservation.
  2. Open Access Model: Make the entire digital collection freely available to everyone online, funded by a one-time government grant and public donations.
