Evaluating a 'Train or Pay' Levy Policy

Imagine a country's technology sector is facing a shortage of skilled software developers. While some large firms run extensive in-house training programs, many smaller firms do not, often hiring developers who were trained by the larger companies. To address this, the government is considering a 'train or pay' levy system. Under this proposal, all technology firms would be required to either spend a minimum of 2% of their payroll on certified training programs or pay a 1% payroll tax into a central fund. The money collected in this fund would then be distributed as grants to the firms that provide the certified training.

Critically evaluate this proposed policy. In your response, analyze its likely effectiveness in increasing the overall supply of skilled developers and discuss at least one potential positive outcome and one potential negative unintended consequence for the technology sector.
