Evaluating an Agricultural Pollution Policy

A region's farming industry relies on a specific nitrogen-based fertilizer that causes significant water pollution in nearby rivers. An alternative, phosphorus-based fertilizer is available that is equally effective for crop growth, slightly more expensive, and causes no water pollution. To address the pollution, local government officials propose a tax on each ton of crops harvested by the farms. Critically evaluate this proposed policy.
