Evaluating an Economic Self-Sufficiency Policy

A government proposes a new policy to achieve national self-sufficiency. The policy provides strong incentives for every region within the country to produce its own food, manufacture its own goods, and generate its own energy, thereby minimizing trade between regions and with other countries.
