Evaluating Anti-Shirking Strategies

A call center is struggling with low employee productivity, which management attributes to workers not exerting sufficient effort. Two potential solutions are proposed:

  • Strategy 1: Implement a new, sophisticated software that monitors keystrokes and call times, making it almost certain that any lack of effort will be detected within the hour.
  • Strategy 2: Redesign the workspace with better ergonomic chairs and provide higher quality headsets, making the job less physically and mentally taxing.

Analyze how each strategy attempts to motivate employees to work harder. In your analysis, explain the underlying economic mechanism through which each strategy influences an employee's decision to exert effort or not.
