Evaluating Arguments on Economic Development

Two policymakers are debating. Policymaker A states, 'India's life expectancy and access to sanitation have improved dramatically since the 14th century, so they have clearly solved their major development problems.' Policymaker B counters, 'A large portion of India's population is impoverished by modern global standards, so they clearly still face major development challenges.' Based on your understanding of how living standards are measured over time and across countries, explain the fundamental distinction that allows both policymakers' initial observations to be correct, but makes Policymaker A's conclusion flawed.
