Evaluating Budget Reallocation Scenarios

A company is considering reallocating its annual budget between its Marketing and R&D departments. Currently, both departments receive a budget that results in a performance outcome rated at (5, 5) for (Marketing, R&D). A proposed new allocation would change the performance outcomes to (7, 4).

Analyze the proposed change from the current allocation to the new one. In your analysis, explain why this change might be controversial and why it cannot be described as an unambiguous improvement for the company as a whole, even though the total performance score increases. Discuss the trade-offs involved for each department.
