Evaluating Collective Action Problems

Imagine a community of 10 farmers who share a common water source for their crops. Each farmer can independently and secretly choose to either conserve water or use an excessive amount. Conserving water costs a farmer a little in potential yield but helps maintain the water level for everyone. Using an excessive amount gives that one farmer a significant boost in yield but lowers the water level, slightly harming the crops of all 10 farmers (including their own). Assuming every farmer is rational and motivated only by maximizing their own personal yield, first predict the most likely outcome of this situation. Then, evaluate this outcome from the perspective of the community's total yield. Is this outcome the best one for the group as a whole? Explain why or why not, and why this outcome is considered a stable equilibrium.
