Evaluating Consumer Preferences Across Indifference Curves

A fellow student makes the following claim: 'An indifference curve represents all combinations of goods that provide the same level of satisfaction. Therefore, it doesn't matter which indifference curve a consumer is on, as they are always 'indifferent' anyway.' Critically evaluate this statement. In your response, explain the relationship between different indifference curves for a single individual and what moving from a lower to a higher curve signifies for the consumer.
